David Miller Associates
For nearly 20 years Joellyn Warren has worked for municipal and non-profit agencies focused on cost-effective regional and municipal land use planning, community consensus building, construction monitoring, environmental compliance review and enforcement, municipal ordinance consultation and amendments, grant writing and reporting. From 2008 to 2019, Joellyn served as the Community Development Director in West Lampeter Township, Lancaster County, PA. In late 2019 she joined the team at David Miller Associates as a municipal planner. In 2013, she joined the board of the Lancaster County Clean Water Consortium (LCCWC) and became Chairman in 2015. She also serves on the Lancaster County Water Partners steering committee.
Joellyn graduated with a Bachelor of Arts Degree in Humanities with minors in Community Planning and Architecture from the University of New Hampshire and received a Graduate Studies Certificate in Architecture Special Programs in Rome, Italy from the Louisiana Tech University. Joellyn is a 2008 Lancaster County Planning Commission Master Planner Graduate, a 2012 Leadership Lancaster Graduate and is currently working her Municipal Government Academy Graduate Program Certification with the Pennsylvania Association of Township Supervisors.
Joellyn is a native of Western Massachusetts and moved with her husband and daughter to Lancaster, PA from Lee, MA in 2008. Joellyn enjoys hiking, gardening and spending time with family at their vacation home on an island in Maine. Most nights and weekends are devoted to caring for and traveling to show with her daughter’s Thoroughbred, Cooper.
